Located on a green field site in Torquay, the new $28 million Surf Coast Shire Community and Civic Centre includes new community and sporting facilities for an established community which has seen a surge in population growth in recent years. Encompassing a two-storey civic office building certified to a 5-star Green Star rating and a two-storey sports and community pavilion complete with function rooms and commercial kitchen, the development also includes an AFL oval, synthetic soccer pitch and floodlit netball courts.
Irwinconsult were engaged by the Surf Coast Shire Council, working closely with Perrott Lyon Mathieson Architects, to provide engineering consultancy services including structural, building services, civil and environmentally sustainable design (ESD). This included reticulation and pump station, design of VicRoads signalised junction to the development, internal streets, bulk earthworks, and stormwater drainage including WSUD initiatives comprising grassed swale drainage and wetland.
At the time of construction, the Surf Coast Shire Community and Civic Centre was the only civic building in regional Victoria to have met the above mentioned ESD standards, focusing heavily on minimising energy and water use, reducing emissions and delivering high indoor environment quality. The outcome has created a user orientated building with significantly reduced operational costs and smaller environmental footprint.
